Q: I'm not getting a voltage reading between P- and P+

A: Connect a charger or power supply to the BMS and feed it at charging voltage for 1-3 seconds and then try again

Q: The voltage skip to fully charge while charging, but it isn't when not connect to a charger

A: Since this is a passive balancing is it will stop charging when the one cell first reaches full capacity, and the other cells isn't. So you'll have to make sure all cells are equal charge before install.
